Raipur, 29 August 2020 In the virtual presence of MP Mrs. Sonia Gandhi and MP Mr. Rahul Gandhi and Mr. Motilal Vora, Chief Minister Mr. Bhupesh Baghel and Speaker of the Legislative Assembly Dr. Charandas Mahanta unveiled the foundation stone for the construction of new building of Chhattisgarh Assembly in Nava Raipur today. This building will be built on 51 acres of land behind Mahanadi and Indravati Bhawan in Sector 19 of Nava Raipur, at a cost of about Rs 270 crores. The main building will be constructed in 52 thousand 497 square meters.On the occasion, MP Mrs. Sonia Gandhi extended hearty congratulations to people of Chhattisgarh for the new building of Chhattisgarh Vidhan Sabha and said that Legislative Assembly and Parliament are the biggest pillar and sacred temple of democracy. But we need to remember that it is the sentiments that protect the Constitution and not the buildings. She said that our forefathers fought for freedom and we have a lot to do to fulfil their dreams. Talking about the present scenario of the country, Mrs. Sonia Gandhi said that hate forces have become a major challenge in front of the country and society. Freedom of Speech is in danger, democratic institutions are getting weaker. Hate mongers are forcing people of various sections of the society to remain silent. They want to silence the voice of nation. Father of Nation Mahatma Gandhi, Pt Jawaharlal Nehru, Dr Rajendra Prasad, Baba Sahab Dr Bheemrao Ambedkar couldn’t have imagined that the nation would face such difficult time even after 73 years of freedom. She said that we should pledge to take all our decision considering the interest of even the last person. Appreciating Chief Minister Mr. Bhupesh Baghel and Chhattisgarh Government’s efforts, She said that Chhattisgarh Government is taking all its decisions based on the inclusive approach, taking the interest and welfare of even the last person into account. On the occasion, Mrs. Sonia Gandhi talked about Rajiv Gandhi Kisaan Nyay Yojana, Godhan Nyay Yojana, Suposhan Abhiyan, Tendupatta collection rate hike and various others decisions taken by Chhattisgarh Government in larger interest of farmers, tribal people and poor. She said that Chief Minister has adopted an all-inclusive approach for development of every section of society. MP Mr. Rahul Gandhi said in his message that Chhattisgarh Government is living upto its accountability towards people of the state. Praising Chhattisgarh Government’s Rajiv Gandhi Kisaan Nyay Yojana and Godhan Nyay Yojana, and the leadership of Chief Minister Mr. Bhupesh Baghel, Mr. Rahul Gandhi said that with this decision, state government has provided livelihood and addition source of income to farmers, poor and labourers. He expressed hope that Chhattisgarh Government would continue to do public-oriented work in future as well. Mr. Rahul Gandhi congratulated everyone on foundation laying of the new Vidhan Sabha Building of Chhattisgarh. Mr. Rahul Gandhi’s message was read out by Parliamentary Minister Mr. Ravindra Choubey. Chief Minister Mr. Bhupesh Baghel started his speech by hailing ‘Chhattisgarh Mahtari’ and ‘Bharat Mata’. He said that Chhattisgarh Government is taking well-rounded measures to develop and populate Nava Raipur Atal Nagar. Construction of residences for Ministers and officials-employees has already been commenced from last year. However, covid crisis has slowed down the work. Parliamentary Secretaries have been allotted houses in Nava Raipur only. Chief Secretary will also reside in Nava Raipur. We are hoping that from next year, Governor, Ministers and all the government-administration officials-employees will start residing in Nava Raipur. And with that, facilities will be expanded and problems related to populating this new city will be resolved. Chief Minister Mr. Baghel thanked MP Mrs. Sonia Gandhi and Mr. Rahul Gandhi for their virtual presence in the foundation laying programme of Vidhan Sabha building. Vidhan Sabha Speaker Dr Charant Das Mahant congratulated Chief Minister Mr. Bhupesh Baghel for foundation laying of new Vidhan Sabha Building for Chhattisgarh. He said that this magnificent well-equipped building will become the sacred temple of democracy. On the occasion, he administered the pledge to all the MLAs for strengthening the democratic system of India. He said that Chhattisgarh is the land of Baba Guru Ghasidas, Sant Kabeer, full of love, compassion and harmony. He advised people that physical distance should be maintained for prevention of COVID-19 but we should not discriminate and rather act out of love and compassion for others. Leader of Opposition Mr. Dharamlal Kaushik also addressed the programme and congratulated Chief Minister, Vidhan Sabha Speaker and other people present. He expressed hope that soon MLAs will also be provided residential facility in Nava Raipur. PWD and Home Minister Mr. Tamradhwaj Sahu said that this new building has been designed on the lines of Rashtrapati Bhavan in Delhi. In front of this building, a road similar to Rajpath in Delhi will be constructed to connect this building with Indravati and Mahanadi Bhavan via walking distance route. The new and well-equipped assembly building of Chhattisgarh will be constructed on 51 acres of land in the middle of Mahanadi and Indravati Bhavan. As per the seating capacity of MLAs in the building, the House, the Presidential Gallery, Officer Gallery, Eminent Audience Gallery, Journalist Gallery and Audience Gallery will be constructed. In this premise, offices, meeting halls and staff rooms will be constructed for the Speaker, Chief Minister and Ministers, Leader of the Opposition and Deputy Speaker and Chief Secretary, and Principal Secretary, Secretary and other Secretaries of the Legislative Assembly. Construction of various committee rooms, library, allopathic, homeopathic and ayurvedic dispensary, post office, railway reservation counter and bank will also be constructed in the new building. Road construction, tree plantation and beautification work will also be done around the assembly. On this occasion, Deputy Speaker of the Legislative Assembly Shri Manoj Singh Mandavi, Rural Development and Health Minister Shri T.S. Singhdev, Urban Administration Minister Dr. Shiv Kumar Dahria, Women and Child Development Minister Mrs. Anila Bhendia, Revenue Minister Mr. Jaisingh Agrawal, School Education Minister Dr. Premasai Singh Tekam, Higher Education Minister Mr. Umesh Patel, Food Minister Mr. Amarjeet Bhagat and Parliamentary Secretary , MLA, several public representatives, Heads of Corporations, Chief Secretary Shri R.P. छत्तीसगढ़ विधासभा भवन के नवीन भवन का नवा रायपुर में शिलान्यास: 270 करोड़ रुपए की लागत से 51 एकड़ में अत्याधुनिक सुविधाओं
से युक्त होगा नया भवन
रायपुर, 29 अगस्त 2020 सांसद श्रीमती सोनिया गांधी एवं सांसद श्री राहुल गांधी और श्री मोतीलाल वोरा की वर्चुअल उपस्थिति में मुख्यमंत्री श्री भूपेश बघेल और विधानसभा अध्यक्ष डा. चरणदास महंत ने आज नवा रायपुर में छत्तीसगढ़ विधानसभा के नये भवन के निर्माण के लिए बटन दबाकर शिलापट का अनावरण किया। नवा रायपुर के सेक्टर 19 में लगभग 270 करोड रुपए की लागत से यह भवन महानदी और इंद्रावती भवन के पीछे 51 एकड़ में बनेगा। मुख्य भवन का निर्माण 52 हजार 497 वर्ग मीटर में किया जाएगा।इस अवसर पर सांसद श्रीमती सोनिया गांधी ने छत्तीसगढ़ विधानसभा के नये भवन के लिए छत्तीसगढ़ की जनता को बधाई और शुभकामनाएं देते हुए कहा कि संसद और विधानसभा लोकतंत्र के सबसे बड़े स्तंभ और पवित्र मंदिर हैं। यहां संविधान की रक्षा होती है, लेकिन यह याद रखना होगा कि संविधान भवनों से नहीं भावनाओं से बचेगा। उन्होंने कहा कि हमारे पुरखों ने आजादी की लड़ाई लड़ी, उनके सपनों पूरा करने के लिए अभी बहुत कुछ किया जाना बाकी है। श्रीमती सोनिया गांधी ने देश की वर्तमान स्थिति का उल्लेख करते हुए कहा कि देश और समाज में नफरत फैलाने वाली ताकतें लोकतंत्र के सामने चुनौती बन गई हैं। अभिव्यक्ति की स्वतंत्रता खतरे में हैं, लोकतांत्रिक संस्थाएं ध्वस्त की जा रही हैं। नफरत फैलाने वाली ताकतें चाहती हैं कि समाज के सभी वर्ग के लोग अपना मुंह बंद रखें। वह देश का मुंह बंद करना चाहती हैं। राष्ट्रपिता महात्मा गांधी, पंडित जवाहर लाल नेहरू, डा. राजेंद्र प्रसाद, बाबा साहब डा. भीमराव अंबेडकर ने यह सोचा नहीं होगा कि आजादी के 73 वर्ष बाद ऐसे कठिन समय का सामना लोगों को करना पड़ेगा। उन्होंने कहा कि आज हम शपथ लें कि हम समाज के अंतिम व्यक्ति को ध्यान में रखकर फैसले लेंगे। उन्होंने मुख्यमंत्री श्री भूपेश बघेल और छत्तीसगढ़ सरकार के कामकाज की सराहना करते हुए कहा कि छत्तीसगढ़ सरकार अंतिम व्यक्ति को ध्यान में रखकर फैसले ले रही है। उन्होंने इस मौके पर छत्तीसगढ़ सरकार द्वारा किसानों, आदिवासियों, गरीबों के हित में किए जा रहे कामों के साथ ही राजीव गांधी किसान न्याय योजना, गोधन न्याय योजना, सुपोषण अभियान, तेंदूपत्ता संग्रहण दर में वृद्धि का उल्लेख किया और कहा कि मुख्यमंत्री श्री भूपेश बघेल समावेशी दृष्टिकोण से सभी वर्गों के विकास के लिए काम कर रहे हैं। राहुल गांधी ने अपने प्रेषित संदेश में कहा कि छत्तीसगढ़ सरकार जनता के प्रति अपने उत्तरदायित्व को बेहतर तरीके से निभा रही है। उन्होंने छत्तीसगढ़ सरकार की राजीव गांधी किसान न्याय योजना और गोधन न्याय योजना के लिए मुख्यमंत्री श्री भूपेश बघेल की सराहना करते हुए कहा कि छत्तीसगढ़ सरकार ने अपने इस फैसले से किसानों-गरीबों-मजदूरों के हाथों में पैसा पहुंचाने का काम किया है। उन्होंने उम्मीद जताई कि छत्तीसगढ़ सरकार के जनोन्मुखी कार्य आगे भी जारी रहेंगे। श्री राहुल गांधी ने छत्तीसगढ़ के नये विधानसभा के शिलान्यास के लिए सभी को बधाई दी। सांसद श्री राहुल गांधी के इस संदेश का वाचन संसदीय मंत्री श्री रविंद्र चौबे ने किया। मुख्यमंत्री श्री भूपेश बघेल ने इस मौके पर अपने उद्बोधन की शुरुआत छत्तीसगढ़ महतारी और भारत माता के जयकारे से की। उन्होंने कहा कि नवा रायपुर अटल नगर आबाद हो, इसको लेकर छत्तीसगढ़ सरकार चौतरफा उपाय कर रही है। मंत्रिमंडल के सहयोगियों और अधिकारियों-कर्मचारियों के लिए आवास बनाने की शुरुआत बीते वर्ष की जा चुकी है। कोरोना संक्रमण की वजह से काम में थोड़ा विलंब हुआ। संसदीय सचिवों को नवा रायपुर में ही आवास आबंटित किए गए हैं। मुख्यसचिव नवा रायपुर में निवास करने लगे हैं। उन्होंने उम्मीद जताई कि आगामी वर्षों में यहां राज्यपाल, मंत्रीगण और शासन-प्रशासन से जुड़े सभी लोग रहने लगेंगे, यहां सुविधाएं बढ़ेंगी। इस नये शहर को बसाने की सभी अड़चनें दूर हो जाएंगी। मुख्यमंत्री श्री भूपेश बघेल ने कहा कि हमारी यह कोशिश रहेगी कि विधानसभा का नया भवन जल्दी बनकर तैयार हो जाए और हम सब छत्तीसगढ़ की पौने तीन करोड़ जनता और छत्तीसगढ़ महतारी की सेवा के लिए यहां बैठेंगे। मुख्यमंत्री श्री भूपेश बघेल ने विधानसभा भवन के शिलान्यास कार्यक्रम मंए सांसद श्रीमती सोनिया गांधी और श्री राहुल गांधी की वर्चुअल उपस्थिति के लिए धन्यवाद ज्ञापित किया। विधानसभा अध्यक्ष डा. चरणदास महंत ने छत्तीसगढ़ विधानसभा के नये भवन के शिलान्यास अवसर पर मुख्यमंत्री श्री भूपेश बघेल को बधाई देते हुए कहा कि उनकी परिकल्पना के अनुरूप सर्वसुविधायुक्त आधुनिक तकनीक से लैस भव्य भवन की आधारशिला रखी गई है। यह भवन नहीं, लोकतंत्र का मंदिर है। इस मौके पर हम सभी विधायकगण संकल्प लेते हैं कि हम भारत की लोकतांत्रिक व्यवस्था को सुदृढ़ करने की अगुवाई करेंगे। इस मौके पर उन्होंने छत्तीसगढ़ के निर्माण में भागीदारी निभाने वाले पुरखों को नमन किया और उम्मीद जताई कि पुरखों के आशीर्वाद से हम सब छत्तीसगढ़ महतारी की सेवा में जुटे रहेंगे। डा. महंत ने इस मौके पर मुख्यमंत्री श्री भूपेश बघेल और उनकी सरकार का उल्लेख करते हुए कहा कि आप सभी को छत्तीसगढ़ महतारी की सेवा का मौका मिला है। उन्होंने गरीबों, किसानों, मजदूरों, आदिवासियों, वंचितों की बेहतरी के लिए सरकार द्वारा किए जा रहे कार्यों की सराहना की और कहा कि जनकल्याण के कार्यों के लिए सभी का सहयोग मिल रहा है। विधानसभा अध्यक्ष ने कहा कि छत्तीसगढ़ बाबा गुरुघासी दास, संत कबीर की धरती है। छत्तीसगढ़ वास्तव में प्रेम की धरती है। हम सब प्रेम और सद्भाव का उदाहरण बनें। विधानसभा अध्यक्ष ने कहा कि कोरोना संकटकाल में मास्क लगाएं परंतु वाणी की मिठास बनाए रखें। सोशल डिस्टेंसिंग रखें, परंतु दिलों के बीच दूरी न आने दें। नेता प्रतिपक्ष श्री धरमलाल कौशिक ने विधानसभा भवन के शिलान्यास के लिए मुख्यमंत्री, विधानसभा अध्यक्ष सहित सभी लोगों को बधाई और शुभकामनाएं दीं। उन्होंने उम्मीद जताई कि विधायकों के लिए भी निकट भविष्य में आवास की व्यवस्था होगी। लोकनिर्माण एवं गृहमंत्री श्री ताम्रध्वज साहू ने कहा कि छत्तीसगढ़ विधानसभा का भवन महानदी भवन एवं इंद्रावती भवन के बीच पिछले हिस्से में रिक्त भूमि पर बनाया जा रहा है। उन्होंने कहा कि इसकी रूप-रेखा दिल्ली में राष्ट्रपति भवन के सामने स्थित नार्थ एवेन्यू एवं साउथ एवेन्यू जैसी रखी गई है। नये विधानसभा भवन के सामने राजपथ जैसा मार्ग बनेगा, जिसके जरिये महानदी एवं इंद्रावती भवन से पैदल भी विधानसभा पहुंचा जा सकेगा। छत्तीसगढ़ विधानसभा के बनने वाले नए भवन में छत्तीसगढ़ की गौरवशाली और समृद्ध संस्कृति तथा परंपरा की झलक देखने को मिलेगी। विधानसभा भवन में अत्याधुनिक लाइब्रेरी और ऑडिटोरियम का भी निर्माण किया जाएगा । भविष्य को ध्यान में रखते हुए नये विधानसभा भवन में करीब 150 से 200 विधायकों के बैठने की व्यवस्था एवं अध्यक्षीय दीर्घा, अधिकारी दीर्घा, प्रतिष्ठित दर्शक दीर्घा, पत्रकार दीर्घा एवं दर्शक दीर्घा का निर्माण किया जाएगा। विधानसभा अध्यक्ष, मुख्यमंत्री एवं मंत्रियों, नेता प्रतिपक्ष एवं उपाध्यक्ष और मुख्य सचिव तथा विधानसभा के प्रमुख सचिव, सचिव एवं अन्य सचिव के लिए कक्ष, मीटिंग हॉल एवं स्टाफ कक्षों का निर्माण किया जाएगा। नवीन भवन में विभिन्न समिति कक्षों का निर्माण, पुस्तकालय, एलोपैथिक, होम्योपैथिक एवं आयुर्वेदिक औषधालय, पोस्ट ऑफिस, रेल्वे रिजर्वेशन काऊंटर एवं बैंक के लिए भी कक्षों का निर्माण होगा। विधानसभा के चारों ओर सड़क निर्माण, वृक्षारोपण सहित सौन्दर्यीकरण का कार्य किया जाएगा। इस अवसर पर विधानसभा के उपाध्यक्ष श्री मनोज सिंह मंडावी, ग्रामीण विकास एवं स्वास्थ्य मंत्री श्री टी.एस. सिंहदेव, नगरीय प्रशासन मंत्री डॉ. शिव कुमार डहरिया, महिला एवं बाल विकास मंत्री श्रीमती अनिला भेंड़िया, राजस्व मंत्री श्री जयसिंह अग्रवाल, स्कूल शिक्षा मंत्री डॉ.
